Uganda Plan

(also British Uganda Program, Uganda Scheme) The idea of having an East African territory as a Jewish homeland, first suggested by the British statesman Joseph Chamberlain to Theodor Herzl in 1903. The opposition to this plan was led by East European Zionists who insisted that only the Land of Israel could be the Jewish homeland.
